About Reem
Reem, the Sustainable Energy Sector of Ras Al Khaimah Municipality is the government office dedicated to driving and reporting on the implementation and continuous update of RAK Integrated Sustainability (RIS) Strategy 2050.
Reem's mandate includes the following:
Define and maintain the RIS Strategy for the emirate of Ras Al Khaimah;
Provide coordination and support to implementing entities to ensure the Strategy remains on track;
Drive energy transition programmes requiring a specialised and neutral entity (e.g., building retrofits, solar programmes, energy management);
Deliver energy transition programme enablers: policy making, regulation, awareness & capacity building, financing, research and innovation;
Promote a local market for products and services functional to the energy transition.
In line with its mandate, Reem’s organisation comprises the following departments:
Strategy, Policies, & Projects Section
This section supports coordination, reporting and continuous improvement of Ras Al Khaimah Integrated Sustainability (RIS) Strategy 2050.

The RIS Strategy of the Emirate of Ras Al Khaimah comprises various programmes addressing broad areas of opportunity, including:
Pillar 1: Utilities Security & Competitiveness
Gas Supply Enhancement is a programme focused on ensuring a stable and cost-effective natural gas supply to support industrial development in Ras Al Khaimah. It involves expanding pipeline infrastructure and assessing alternative gas sources for long-term needs.
Utility-Scale Renewables is a programme aimed at enabling the development of large-scale renewable energy and energy storage projects to provide affordable and clean electricity to Ras Al Khaimah.
Distributed Renewables is a programme that supports the adoption of decentralised renewable energy systems, particularly rooftop and carport solar photovoltaic (PV) installations across buildings and industrial facilities. It also explores additional renewable energy technologies for potential future use.
Sector Regulation is a programme focused on enhancing utility services in Ras Al Khaimah through the development of a local regulatory framework.
Pillar 2: Environment Protection
Air Quality is a programme designed to enhance Ras Al Khaimah’s capacity to monitor, analyse, and improve air quality across the emirate.
Soil Quality is a programme focused on developing the capacity to monitor soil condition, reduce pollution, and enhance soil quality in Ras Al Khaimah.
Freshwater Resources is a programme aimed at strengthening the capacity to monitor and manage pollution in groundwater and surface freshwater sources in Ras Al Khaimah.
Natural Habitats & Biodiversity is a programme focused on enhancing the capacity to monitor and safeguard Ras Al Khaimah’s existing protected natural areas, as well as identifying and establishing new ones to support keystone species and biodiversity conservation.
Marine and Coastal Ecosystem is a programme focused on developing the capacity to monitor and protect the marine and coastal environments of Ras Al Khaimah.
Pillar 3: Climate Change Mitigation
Sustainable Communities is a programme aimed at improving the energy efficiency of buildings and neighbourhoods in Ras Al Khaimah, while preparing them for future needs through initiatives targeting both new and existing developments.
Transport Decarbonisation is a programme that encourages the transition to low-carbon transportation in Ras Al Khaimah through measures such as electrification, alternative fuels, and the development of infrastructure for public transport and micro-mobility.
Agriculture Decarbonisation is a programme aimed at reducing emissions from agricultural activities in Ras Al Khaimah by promoting regenerative farming practices, and appropriate fertilisers and livestock inputs.
Industrial Decarbonisation is a programme focused on reducing emissions in industrial facilities across Ras Al Khaimah by promoting energy efficiency, adoption of low-carbon technologies, processes and products.

Green Building Design Advisory
Sustainability experts of Reem are available for consultation on the design of efficient buildings. The service is offered to government owned real estate developers that are interested to go beyond the mandatory requirements of Barjeel, the green building regulations of Ras Al Khaimah.
Building Retrofits Contracting
Reem provides consultation support to building owners in retrofit projects to achieve energy and water savings, including tendering, contracting, financing, and measurement and verification. This service is provided to government entities, semi-government entities, real estate developers and commercial entities, based on available team capacity.
Energy Management
Reem provides advisory services to support the implementation of energy management systems and processes within large energy and water consumers. This service is provided to government and semi-government entities, as well as large industrial facilities.
Energy Audits
Reem, in coordination with external experts, provides energy auditing services to support the identification of energy-saving opportunities. This service is provided to government entities, semi-government entities, private commercial companies and industries in Ras Al Khaimah
Special Projects Advisory
Reem provides advisory services on topics such as energy and water efficiency, renewable energy, occupant comfort for buildings and communities, as well as other sustainability topics. This service is provided to government and semi-government entities.
Solar PV Contracting
Reem is running a Solar Support Programme to expedite the implementation of solar installations in Ras Al Khaimah. This service is provided to government entities, semi-government entities, industries, commercial entities, farms, and residents.
Training & Other Capacity Building
Reem supports the development of skills and capabilities in the field of energy efficiency and renewable energy in Ras Al Khaimah, through training and awareness activities. This service is provided to government entities, semi-government entities, private sector companies, youth and other residents.
