Resolution No. (20) of 2024

Regarding Energy Audits in Large Industrial Facilities in Ras Al Khaimah

We, Saud bin Saqr Al Qasimi, Ruler of Ras Al Khaimah

After reviewing:

  • The law of Ras Al Khaimah Municipality of 1981, as amended,

  • Amiri Decree No.27 of 2017 on the Establishment of the Committee on Energy Efficiency and Renewable Energy,

  • Federal Decree Law No. (25) of 2022 Regarding the Regulation and Development of the Industry,

  • Cabinet Resolution No. (78) of 2023 on Issuing the Executive Regulations of the Federal Decree-Law No. (25) of 2022 Concerning the Regulation and Development of Industry,

  • The Federal Energy Management Regulation in Industrial Facilities of 2024, by the Ministry of Energy and Infrastructure, and

  • The United Arab Emirates First Long-Term Strategy of 2023, by the Ministry of Climate Change and Environment,

And in line with:

  • The sustainability strategy of Ras Al Khaimah,

We have resolved as follows:

Article (1)

This Resolution applies to large industrial facilities with energy consumption above the threshold defined in the guidelines.

Article (2)

All concerned facilities must conduct periodic energy audits by gathering and analyzing information on their energy usage and emissions and identifying opportunities to reduce them.

Article (3)

All concerned facilities must develop and maintain an improvement plan to optimise energy consumption and reduce emissions.

Article (4)

All concerned facilities must send their energy audit reports, improvement plans, and periodic progress reports to the Energy Efficiency and Renewables Sector of Ras Al Khaimah Municipality.

Article (5)

The Energy Efficiency and Renewables Sector of Ras Al Khaimah Municipality is responsible for supporting industrial facilities in achieving the provisions of this resolution and periodically reporting on progress to the Energy Efficiency and Renewable Energy Committee.

Article (6)

The Chairman of the Energy Efficiency and Renewable Energy Committee shall issue implementation guidelines for this Resolution.

Article (7)

This Resolution applies to all industrial facilities operating in Ras Al Khaimah, including those located in the free zones.

Article (8)

This Resolution shall take effect from the date of its issuance and shall be published in the Official Gazette.
