This service, offered by the Public Health and Safety Department at Ras Al Khaimah Municipality, allows registered food establishments to obtain a new No Objection Certificate (NOC) for handling non-halal food products - covering preparation and handling of non-halal menus, retail sale, and distribution of non-halal products. The entire process, from submission and payment to tracking and receiving the final certificate, is completed electronically through the RAK Digital Portal using UAE PASS.

What Will You Get?
An approved electronic No Objection Certificate for Handling Non-Halal Food Products, downloadable from the portal and sent to the applicant's registered email address.
How Do You Apply?
1) Visit the RAK Digital Portal and select the preferred language.
2) Log in with UAE PASS credentials.
3) Select the 'Corporate' role and choose the establishment from the dropdown list.
4) Go to Government Entities > RAK Municipality > Public Health Department.
5) Select 'Issuance of a NOC for Handling Non-Halal Food Products' and click Start.
6) Review the pre-filled applicant and establishment details.
7) Enter the permit details - license activity, type of request, issuing authority, license type, product name, and address.
8) Upload the required supporting documents.
9) Click Submit.
10) Proceed to the Payment step, choose a payment method (RAK.ae/quick payment, mRak, kiosk machine, or walk-in), and pay the fee.
11) Receive the confirmation screen showing the Request ID and the expected handling time.
12) Track the request under 'Service Requests'; if a site inspection is required, pay the inspection fee and await scheduling.
13) Once the request is completed, download the NOC from the portal (also sent by email).
How Much Will You Pay?
An NOC issuance fee of AED 300.
A refundable Business/Environment (B&E) deposit of AED 15,000.
An additional inspection fee applies if a site visit is required.

What Terms and Limitations Apply?
Terms:
The service is available exclusively to establishments registered with the Public Health Department unregistered establishments must first complete a Business Partner Update Request.
Once the application is submitted and its fee is paid, it cannot be cancelled or undone.
Applicants must keep their registered email and mobile number up to date to receive notifications and the final certificate.
If an officer requires modifications or additional documents, the request status changes to 'Waiting for your action' and must be resubmitted through the portal.
If a site inspection is deemed necessary, an inspection fee must be paid before the status moves to 'Inspection in Progress.' Rejected requests are notified by SMS and email with the reason for rejection.
Uploaded files must not exceed 3MB each and must be in JPG, PNG, or PDF format. The application can be saved as a draft and completed later or deleted from the Drafts list.
Limitations:
This service is restricted to registered corporate establishments individual applicants cannot use it.
The issued NOC carries a defined issue date and expiry date, linked to the establishment's trade license validity, and must be renewed before this expiry date to remain valid.
A site inspection may be required before the request is completed, adding an inspection fee and additional processing time. Attachments are limited to 3MB per file in JPG, PNG, or PDF format only.
