How Do You Apply?
You can apply for this service online through https://rakdigital.rak.ae or by visiting one of our Customer Happiness Centres.
Log in using your UAE Pass or proceed to the service counter and select “Building Regulations/Change of Land Use.”
Complete the application form and submit or attach all required documents.
Pay the transaction fees using one of the following methods: the website, the mRAK Smart App, or the Automated Payment Machines located in the Customer Happiness Centres.
The relevant department will assess your application according to technical criteria and directives.
If additional documentation, research, or commitments are needed, you’ll be notified by email or SMS within 15 days of submission.
You can track the status of your application via the website, the mRAK Smart App, or at a Customer Happiness Centre.
Once we approve your application, pay the final fees using one of the above mentioned methods.
Then, hand over the old document, and receive your newly approved plan.

What Documents Do You Need?
Official Letter : A brief summary of your request and your contact information (name, company name, email, phone).
Proof of Ownership – A document that verifies land ownership.
Plans/Drawings – Include sketches and descriptions of changes or your proposed project, along with any supporting data.
What Terms and Limitations Apply?
Terms :
We do not issue building regulations for plots in suspended or restricted planning areas unless an exemption is granted.
All plans must comply with Ras Al Khaimah Municipality’s regulations.
Renew the regulations within one year from the date of issuance or expiry.
Determine the plot’s planning requirements based on its approved size and location, and issue building systems according to the planning needs of the area.
If your plot has multiple uses, submit a request for division before we approve any changes. If the proposed project matches the allowed use, we will refer it to the Planning Requirements Committee for approval.
