A No Objection Certificate is a formal document issued by the municipality confirming that a proposed project, development, or activity has been assessed for its potential impact on the ROW and existing and planned public infrastructure, transportation networks, and utilities, and that no objection exists to the proposal proceeding under the specified drawings, conditions and regulatory requirements.
This service allows the applicant to request the issuance of various infrastructure NOC types (Utility Networks and House Connections, Roads, Development Projects, and Hydrology) across a variety of stages (Pre-concept / Concept, Design, Design Modification, Construction, Renewal, Maintenance, Completion, and Temporary and Permanent Permits.)
The NOC type and stage differ in the required documents as detailed and outlined in the Infrastructure NOC Submission Guidelines.

How Do You Apply?
1-You can apply for this service online through https://rakdigital.rak.ae by using your UAE Pass and selecting “No Objection Certificate (Infrastructure Works)” to begin your application.
2. Fill in the submission form: Select the correct NOC stage, type and sub-type, add any applicable comments, fill the details and upload all required documents.
3.Await the review and assessment of your application by the Infrastructure Permitting Section.
4. The application will proceed upon successful verification of the submitted information. Applications containing insufficient information will be rejected.
5. You may receive a request for additional information via email or SMS. Please provide the requested information and upload the required documents within maximum 5 business days to avoid closure of your application.
6. If a site survey is deemed necessary, you will receive a notification containing a transaction number to facilitate payment of the applicable fees.
7. Pay the related fees via the mRAK Smart App or payment machines at Customer Happiness Centres.
8.You will be notified of the application outcome via email and SMS.[MT1]
9. Receive the approved No Objection Certificate (NOC) together with the officially stamped proposal via RAK DIGITAL Portal.

Limitations and conditions
The issued No Objection Certificate (NOC) shall be valid for a period of six (6) months from the date of approval.
Applications for NOC renewal should be submitted at least two (2) weeks prior to the expiry date.
The holder shall comply with all notes, conditions, and requirements stated in the issued NOC certificate and approved drawings.
The issued NOC does not exempt the applicant from obtaining any other required approvals, permits, or clearances from relevant authorities.
All works and activities shall be carried out in accordance with the applicable laws, regulations, standards, and authority requirements.
Failure to comply with the conditions of the NOC, approved drawings, or applicable regulations may result in suspension, cancellation, or other regulatory action as deemed appropriate.
