Stage 1: Manage your Land
Concept Master Plan
A preliminary submission presenting the overall vision, development intent, and strategic direction of the project. It outlines the proposed land use structure, spatial organization, and key planning principles to guide future development, ensuring general alignment with municipal objectives and regulatory frameworks.
Detailed Master Plan
A complete submission defining the project in greater depth across all planning aspects. It elaborates on the approved concept through coordinated layouts, design development, and technical considerations, providing a clear and structured framework for implementation in line with applicable standards and requirements.
Master Plan Modification Submission [If applicable]
A formal request to amend an approved master plan, addressing proposed changes in land use, layout, density, infrastructure, or design parameters. This submission must clearly identify the revisions, justify the modifications, and demonstrate continued compliance with municipal standards and planning objectives.
Increase in Gross Floor Area (GFA)
Increase in building height beyond previously approved limits
Increase in trip generation
Changes to the road network
Access arrangements or the Affection Plan
Reduction in utility corridors or Right of Way (ROW) allocations

ZT45 – Transportation Impact Study
This service enables master developers to obtain approval for a Transportation Studies, which assesses the overall transportation impact of several-scale developments. The study evaluates key aspects such as projected trip generation, network distribution, access strategy, and integration with the wider road infrastructure to ensure alignment with the Emirate’s mobility and planning requirements.
The approved studies support master plan approvals and informs subsequent design stages, including Detailed Master Plan and plot-level studies. It also facilitates coordination with relevant authorities for infrastructure planning and required No Objection Certificates (NOCs).
The study must be prepared by pre-qualified consultants, with supporting data and surveys, including traffic surveys, undertaken by approved Traffic Survey Consultants.
This table outlines the required transport studies based on the estimated trip generation:

Access and Circulation Studies (ACS) will be required for all developments at plot level through ZT42.
If the projected trip generation exceeds 500 trips, the applicant will be required to submit both ZT42 and ZT45 applications, including a Traffic Impact Study (TIS) under ZT45.

Stage 2: Develop your Project
ZT42 –Design NOC for Development Projects
This stage focuses on the approval of detailed plans derived from the master plan previously approved during “Manage your land” stage. This allows master developers, through the project consultant, to apply for No Objection Certificates (NOCs) for the design of road and utility networks whether primary networks or house connections in accordance with the layouts and cross-sections approved within the detailed master plan phase.
The Design NOC enables the master developer to proceed with obtaining the necessary approvals from relevant authorities, as a prerequisite for applying for the Construction NOC through the project contractor.
Please note that issued NOCs are valid for a period of (6) months and must be renewed at least two weeks before their expiry date. All plans, technical documents, and requirements specific to the "Development Projects" category must be submitted in accordance with the attached submission guidelines.

ZT22 – New Site Plan
This service is provided to confirm land details such as plot boundaries, zoning compliance, and the issuance of a site plan.

Off Plan Project Sales Only (RERA)
Note: All (RERA) services are applied manually and will be launched soon on Rak digital.
Account Registration:
This service enables developers, escrow account trustees, and surveyors to register with Ras Al Khaimah Municipality (RAKM) and the Real Estate Regulatory Authority (RERA) to access and use RERA services through the RAK Digital Portal.
Account registration is a mandatory first step for users, allowing them to submit applications, manage projects, and interact with RERA’s digital services.
Once registered and approved, users receive an official registration certificate and can proceed with relevant services.
Project Registration:
This service enables registered developers to register real estate projects with RasAl Khaimah Municipality (RAKM). Project registration is required to obtain project approval and activate the project escrow account.
It is a mandatory prerequisite for accessing other RERA services, such as off-plan sales registration, project inspections, and other project-related regulatory services available on the RAKM digital portal.
NOC To Sell off-plan units:
This approval allows Master Developers & Developers to commence the sale of off-plan units and begin associated marketing activities. It enables the promotion of the project through (POS) point-of-sale materials such as events, hoardings, and other marketing campaigns, supporting early sales and market visibility.
Project Inspection:
This service enables Escrow Account Trustees or RAKM Inspector to submit periodic inspection reports for registered off-plan real estate projects to Ras Al Khaimah Municipality (RAKM). The inspection report provides an update on the project’s construction progress and compliance status, allowing RERA to monitor project development and ensure transparency in the use of escrow funds.
Off-plan Sales Registration:
This service enables registered real estate developers in Ras Al Khaimah to register the sale of off-plan units with the Real Estate Regulatory Authority (RERA). Through this service, developers can submit the required sale details and supporting documents to officially record the transaction and ensure compliance with RERA regulations governing off-plan property sales.
Off-plan Transfer:
This service enables the transfer of ownership of a registered off-plan unit from the current buyer to a new buyer in the Real Estate Regulatory Authority (RERA)records. Through this service, the developer submits the transfer request and required documents to update the ownership details in accordance with RERA regulations.
Escrow Account Inflow:
This service enables registered real estate developers to submit and record inflow transactions deposited into the escrow account of a registered real estate project by providing the required transaction details and supporting information.
Escrow Account Outflow:
This service enables registered real estate developers to submit a request to withdraw funds from the escrow account of a registered real estate project by providing the required transaction details and supporting documents for review and approval by the Escrow Account Trustee and RERA.

ZT42 – Construction NOC and Completion Certificate for Development Projects
Construction NOC for Development Projects: This service enables master developers, through the project contractor, to obtain a No Objection Certificate to commence the construction of road and utility networks including primary networks and house connections, following the acquisition of approvals from all relevant authorities. This service includes verifying that the drawings submitted by the contractor are fully compliant with the "Design NOC" previously approved during “develop your project” phase, ensuring adherence to technical specifications and approved standards before construction begins.
Completion Certificate for Development Projects: This certificate is issued upon completion of all works, enabling the project contractor to apply for the approval of as-built drawings. These drawings are then reviewed and verified for compliance with the approved drawings under the construction NOC.

Stage 3: Build your Project
Note: This is life cycle-based value chain for Developers, and many activities may not be strictly sequential as these steps can be in parallel.
ZT38 - Design Level Certificate
This service is divided into two sub-services:
1- Design Level Certificate:
This certificate establishes the design level for the plot's primary entrance. It is measured according to the Emirate’s official geodetic datum and serves as the basis for all construction activities. This ensures alignment with existing or future road levels in accordance with the approved road design during "develop your project" stage.
2- Level Achievement Certificate:
This certificate Aims to verify that the levels of the completed works conforms to the approved design level, ensuring execution accuracy before commencing foundation works.

ZP00 – Assign Consultant
This service enables the property owner to appoint a consultant for the project by submitting a Consultant Assignment Request (ZP00). To complete the application, a consultant assignment letter signed by both parties—the owner and the consultant—must be attached, as this document serves as the primary requirement to confirm the agreement on appointing the consultant for the project.
After attaching the required document and submitting the application, a notification will be sent to the appointed consultant informing them of the assignment request. Upon the consultant’s acceptance of the request, ZP00 will be generated in the system.

This service enables developers, through an approved consultant, to obtain approvals related to plot access and egress, vehicle circulation plan, and parking layout in terms of quantity and dimensions.
The study aims to achieve the highest standards of safety and efficiency in managing vehicle movement, access, and distribution within the site, in accordance with technical guidelines and standards, ensuring sustainable site operation and seamless integration with the surrounding urban context.

This service allows applicants to obtain a Site Arrangement Permit to begin preliminary site preparation activities before the official building permit is issued. It is mainly intended for all types of projects where early site readiness is essential.
This permit authorizes initial activities such as installing project signage, setting up temporary fencing, excavation, soil improvement, dewatering, and shoring works. It also allows obtaining permit for mobilizing cranes or heavy equipment that will have effect on project foundation works.

ZP07 - Arrangement Mobilization Piling Permit [If applicable]
Note: ZP07- Arrangement and Mobilization Pilling Permit, ZP29-Preliminary Design Approval Request (Structural Review) cases are only created if the project requires pilling.
ZP29 - Preliminary Design Approval request (Structural Review):
This service allows developers to obtain preliminary structural design approval for piling works (consultant submission) by verifying compliance with structural building regulations prior to submitting the site mobilization piling permit.
Service completion time: 30 working days.
ZP07 - Arrangement and Mobilization Pilling Permit:
Following the approval of the preliminary structural design for piling works, this service enables developers to obtain final piling design approval (specialist piling submission) and proceed with on-site piling works.

ZP02 – New Building Permit
This service enables applicants to obtain a Building Permit prior to commencing construction on a vacant land, ensuring that all proposed works comply with applicable technical standards and regulatory requirements. It applies to a range of small and large scale developments.
This service includes obtaining other necessary approvals from relevant service authorities, including Etisalat, Public Services Department (PSD), General Resources Authority (GRA), Civil Defense, and Etihad Water and Electricity (EWE), prior to permit issuance.

Note: Assigning a contractor is a pre-requisite step for the issuance of a new building permit.
Once Building Permit is Completed you can directly begin with ZP28 - Register Property Units. In cases of any changes in building drawing, ZP03 - Building Permit (Modification & Adjustment) case should be created.
ZS04 – Structural Inspection
This service allows applicants to ensure that all structural elements of a project meet the approved standards by requesting a Municipality inspection. The inspection audits the execution carried out by the consultant and contractor based on the building license and the approved drawings.

ZP28 – Register Property Units
This service enables applicants to register and divide a building into individual units such as residential apartments, office spaces, or commercial shops. It facilitates the official registration of each unit, allowing them to be prepared for leasing, occupancy, or fit-out works in accordance with the relevant regulations.

ZS06 – Completion Certificate
This service enables applicants to request a Completion Certificate upon finishing all approved construction works. The certificate confirms that the building has been completed in accordance with the approved plans and applicable regulations, allowing the owner to proceed with ownership formalities, operation, and utility connections.

ZT23 – Site Plan for Investment Units
This service enables customers to request the issuance of a site plan for real estate units located within designated investment areas such as (Al Marjan Island, Mina Al Arab, Al Hamra, Julphar Towers, and other specified developments).
Applications for this service may be submitted by the customer or by an officially authorized representative through the available service channels. Requests for this service may also be received as Child Case transactions linked to Service ZL13 – Real Estate Sale Contract Registration, through which ownership of the real estate unit is transferred from one party to another.
The service does not require the submission of supporting documents. However, if the application is submitted by an officially authorized representative on behalf of the customer, valid proof of authorization must be attached to confirm the representative’s eligibility to submit the request.

ZL01 – New Title Deed
This service A government service that formally registers property ownership and issues an official title deed as legal proof of ownership. The service ensures that all property and project units are accurately recorded in the land registry in accordance with applicable laws and regulations.

For private projects, investment villas, and schools etc.: After the ZS04-Structural Inspection, you need to open a ZS06-Completion Certificate case, then ZT13-Plot Allocation Request, then ZL47-Land Division or Splitting Process and finally complete it with ZL01- New Title Deed.
