ZH23 - Release of Public Health Products Shipments

This service allows establishments registered with Ras Al Khaimah Municipality to submit requests for the release of public health products shipments entering the Emirate. The Public Health and Safety Department reviews the application and supporting documents to confirm compliance with health requirements before authorizing release. Applicants can attach required documents, pay applicable fees, track the request status, and receive the final release certificate entirely online.

Who can apply?

Registered corporate establishments holding an account with the Public Health Department at Ras Al Khaimah Municipality

“Establishments not yet registered must first complete a Business Partner Update Request”.

How Long Will It Take?

3 to 6 working days for full processing, with an initial acknowledgement of the request issued within 1 to 3 working days of submission.

What Will You Get?

An approved shipment release notification\certificate issued by the Public Health Department through the ZAD system

How Do You Apply?

1. Log in to the RAK Digital portal using UAE PASS, select the corporate role and establishment, then navigate to Government Entities > RAK Municipality > Public Health Department > Release of Public Health Products Shipments;

2. Enter applicant and establishment details, shipment details (product type and shipment type), consignee/importer details, and add product item details;

3. Upload the required documents and submit the declaration;

4. Pay the applicable service fee (AED 100 for food and veterinary products, or AED 300 for consumer non-food products) via RAK.ae/quick payment, mRak, a kiosk machine, or in person;

5. If a site inspection is required, pay the AED 100 inspection fee once notified and await contact from the inspector to schedule the visit;

6. Receive the approved release notification/certificate by email or download it from the portal.

How Much Will You Pay?

  • AED 100 for shipments of food and veterinary products

  • AED 300 for shipments of consumer (non-food) products

  • An additional inspection fee of AED 100 applies whenever the Public Health Department determines that a site inspection is required for food and veterinary products.


What Documents Do You Need?

  • Health Certificate/Phytosanitary Certificate (mandatory)

  • Halal Certificate (for animal-origin products)

  • Packing List (mandatory)

  • Commercial Invoice

  • Bill of Lading/Shipping

  • Certificate of Origin (mandatory)

  • FIRS Food Import Request/initial document

  • Fumigation Certificate (for crop products)

  • Lab Analysis Result from Country of Origin

  • Bill of Entry (mandatory)

  • Other Product Certificates as applicable.


What Terms and Limitations Apply?

Terms:

  • The service is available exclusively to registered establishments; unregistered applicants must first complete a Business Partner Update Request.

  • The applicant must declare that all submitted information and documents are true and accurate and bears full responsibility for them.

  • Once the request is submitted and fees are confirmed, the application cannot be cancelled.

  • The applicant must keep the shipment in the declared warehouse until instructions are received from the competent authority.

  • Each uploaded file must not exceed 3 MB and must be in JPG, PNG, or PDF format, and registered contact details must be kept up to date to ensure timely notifications.

Limitations:

  • The service is restricted to registered corporate establishments and does not extend to individuals.

  • When a site inspection is required, additional fees and processing time apply.

  • Shipments found non-compliant with applicable standards and regulations must be returned to the country of origin or discarded at the applicant's own expense.

  • The application cannot be modified or withdrawn after final submission, except when the reviewing officer requests further information or documents for resubmission.
